PURPOSE:To permit the simultaneous formation of a counter electrode during the stage for forming a transparent electrode by providing the transparent electrode and counter electrode which are spaced from each other on the same surface of a transparent insulating substrate. CONSTITUTION:An ECD panel has the transparent electrode 23 which is a display electrode consisting of, for example, In2O3 or SnO2 and the counter electrode 25 in the adequate position spaced from the electrode 23 on, for example, a glass substrate 21 as the transparent insulating substrate. Said panel has a coloring layer 27 consisting of, for example, WO3 on the electrode 23. The panel is constituted of the glass substrate 21 having such transparent electrode 23, etc., a rear plate 29 provided via a spacer 31 made of 'Teflon(R)', etc. in the position opposite thereto at a specified spacing and an electrolyte 33 which is prepd. by dissolving, for example, lithium perchlorate into propylene carbonate and is injected between the substrate 21 and the plate 29.
