PURPOSE:To efficiently obtain the titled precursor pitch having excellent spinnability, infusibility and mechanical properties, by heat treating a specific fraction from a hydrogenated petroleum heavy oil, removing a light oil from the hydrogenated petroleum heavy oil and heat-treating the hydrogenated petroleum heavy oil while removing volatile matters. CONSTITUTION:A heavy oil obtained through steam cracking, catalytic cracking, etc. is distilled to obtain a fraction having a b.p. of 250 deg.C or above. The fraction is hydrogenated under a hydrogen pressure of 50-300kg/cm<2> at 350-550 deg.C for 10-120min in the presence of a hydrodesulfurization catalyst comprising Co-Ni etc. supported on Al2O3 and, if necessary, in a solvent such as quinoline, and heat-treated under a hydrogen pressure of 50kg/cm<2> or less at 350-500 deg.C for 10-120min. The insoluble matter produced by coking etc. is removed by filtration or centrifugation, and a light oil having a b.p. of 250 deg.C or below is removed therefrom to obtain a fraction having a b.p. of 250 deg.C or above. The fraction thus obtained is heat-treated by maintaining it at 350-500 deg.C for 5-120min under reduced pressure and/or in an inert gas flow while removing volatile matters formed accompanying condensation polymerization, thereby obtaining the titled pitch contg. a toluene-insoluble matter of 70-90wt% and a quinoline-insoluble matter of 5-30wt% in a yield of 2-40%.
