The present invention relates to a method for producing a solid fermented extract of Terminalia chebula Retzius. The present invention further relates to a cosmetic composition and a pharmaceutical composition containing the same as an active ingredient. The cosmetic composition and the pharmaceutical composition of the present invention are produced by solid-fermenting Terminalia chebula Retzius using cultured liquid of a mycelium of Phellinus linteus and then extracting the same with hot water or alcohol. The cosmetic composition and the pharmaceutical composition exhibits skin regenerating and anti-aging effects, and does not cause side effects and skin trouble at all, due to containing natural extracts as main components.
