The present invention relates to a shoe insole. More specifically, the present invention relates to a shoe insole which comprises: a silicon sheet; and a fixing unit which can fix a mugwort fiber on the silicon sheet. The mugwort fiber is fixed in the fixing unit. The shoe insole further comprises a protective layer in an upper part of the silicon sheet, and a floor layer in a lower part of the silicon sheet. In addition, the shoe insole further comprises herb powder or green tea powder in the mugwort fiber. The shoe insole containing mugwort of the present invention has an antibacterial and antifatigue function.
