PURPOSE:To ensure the transmission/reception of an initializing vector by using a brake signal as the transmission request signal of the initializing vector. CONSTITUTION:The transmitter 4 of a ciphering device 10 sends a brake signal to a decoder 20. In the decoder 20, a detector 1 detects the brake signal BRK inputted from a terminal (a), then a signal outputted to a detection time supervisory device 2 is set ON. The device 2 supervises the ON-time of the signal and when the device 2 detects than the ON-time length is a length between (n)-(m) being the predetermined time range, a trigger signal is sent to a pattern transmitter 3. The transmitter 3 is driven by the trigger signal to output the initializing vector IV to the ciphering device 10 via a terminal (b). Then the transmission/reception of the initializing vector is attained surely between the ciphering device 10 and the decoder 20.
