PURPOSE:To ensure the reception of an initializing vector at devices of the reception side by using a brake signal as the header of initializing vector distribution. CONSTITUTION:A pattern generator 1 generates an initializing vector IV, which is sent to a transmiter 2. The transmitter 2 adds a brake signal BRK having predetermined length L to the head of the vector IV and the result is sent from a terminal (a). When a detector 3 detects the brake signal BRK of a predetermined length from the inputted signal via terminal (b), the detector 3 sends a trigger signal to the receiver 4. The receiver 4 is driven to receive the initializing vector inputted from the terminal (b). Thus, the reception of the initializing vector is ensured by the reception side device 20.
