PURPOSE:To obtain direct restriction of a backward speed of a vehicle by providing a discharging pipe of a pump, which is driven when the vehicle goes backward, with a governor valve equipment, which regulates the fluid pressure so as to meet the vehicle speed, and making a wheel braking device operate in accordance with the said pressure. CONSTITUTION:A pump driving gear 10, which is engaged with a speed-reducing gear wheel 6 of a differential gear mechanism 2, drives a pump 12 via a pump driving shaft 11. The internal pressure of a discharge pipe 16 of the pump 12 is kept at a preset line-pressure by means of a pressure regulating valve 17, while the end of this discharge pipe 16 is connected to a governor-valve device 19. A cylinder 20 of the governor-valve device 19 is connected to a differential gear box 3 of the differential gear device 2 via a revolving shaft 21 perpendicular to the axis of the cylinder 20, and the governor-valve device 19 outputs the pressure, which meets the vehicle speed, to a control pipe 26. The control pipe 26 is connected to a cylinder device 29, which is provided with a piston of a brake-master-cylinder 31, so that it can apply braking force to a wheel 1.
