PURPOSE:To know a charge accumulation state in detail by a display state, by providing a display control means for changing a display state corresponding to the voltage rising and dropping magnification of a voltage raising and dropping means. CONSTITUTION:The electromotive force of a power generation means 1 is rectified by a diode and charges an electric double layer condenser 2. The voltage Vcs generated in the condenser 2 is raised by a boosting means 3 controlled by the signal from a voltage detection means 5 and the raised voltage Vss charges a backup condenser 7. The voltage detection means 5 detects the voltage binary value of the voltage Vss and outputs a signal for controlling the boosting magnification of the boosting means 3. The voltage Vss comes to the power source of the voltage detection means 5, a timing means 6 and a hand motion control means 4. The timing means 6 contains an oscillation circuit and forms a clocking time and a timing signal. A display control means 4 is constituted so as to receive signals S1, S2 showing a boosting magnification from the boosting means 3 to change a display state and drives a stepping motor for hand motion or a display means such as a liquid crystal panel.
