The purpose of the present invention is to efficiently transmit uplink control information. This terminal device uses a first PUCCH resource and a first PUCCH format for transmission on a physical downlink shared channel (PDSCH) in only a first serving cell, and, on the basis of first information, uses either a second PUCCH resource and a second PUCCH format or a third PUCCH resource and a third PUCCH format for transmission on the PDSCH in serving cells other than the first serving cell.
