PURPOSE:To make a sea water intaking device, facilities for waste water and for pretreatment more compact by providing a circulated brine line for circulating major portion of brine discharged from a brine discharging port to a sea water line connected to a pretreating device and a line from the pretreating device to a feeding port to a heat conducting pipe. CONSTITUTION:In a multistage flash vaporization device 22 provided with a vaporizing chamber 21 divided into plural sections, major portion of brine discharge from a brine discharging port 26a is circulated in a sea water line 30 installed from a pretreating device 32 to a feeding port 23a to a heat conducting pipe through a brine circulating line 34. As the result, the amt. of sea water to be taken-in and to be discharged are reduced permitting the capacities of relating installations to be smaller. Moreover, the vaporizer can be made miniaturized even if the temp. of sea water to be taken-in is low.
