PURPOSE:To improve the transmission efficiency by changing a transmitter through which a token is circulated. CONSTITUTION:A storage means 6 for storing information of transmitters constituting a network is provided, a token is circulated only to a transmitter having the priority more than the designated priority in the priority designation information in the token and when the token is circulated for a prescribed number of times, the priority designation information in the token is changed and the transmitter through which the token is circulated is change also. Thus, the opportunity of the communication right acquisition is changed in matching with the communication quantity of the transmitter to distribute efficiently the communication right (transmission right).
