PURPOSE:To obtain the title coal-water slurry in a short time with a simplified small device, by consolidating a specific mixture with a rotating screw and a casing and instantaneously liquefying the mixture with the end of a rotating cylinder and the space between the end of the rotating cylinder and the casing. CONSTITUTION:A mixture comprising a pulverized coal, water and a dispersant which is in a packed state in a funicular region is fed into an inlet 4 with a spontaneous means or a forced means. The mixture is transferred within a casing 1 in the direction of the axis with a rotating screw 2 rotated by means of a drive 7. In this step, the mixture is pressurized, causing consolidation of the mixture, and a consolidation layer is formed at the terminal of the rotating screw 2. A shearing force is applied to the consolidation layer under a pressure in the direction of the axis with a rotating cylinder 3 rotated at a high speed by means of a drive 8, to instantaneously liquefy the consolidation layer between the end 3a of the rotating cylinder 3 and the spacing 6, causing the title coal- water slurry obtained through the liquefaction to be continuously discharged from the outlet 5.
