PURPOSE:To prevent the scattering of sludge or the generation of a malodor, by mounting a casing wherein conc. sludge is brought into communication with a suction port having sucking capacity and providing an eccentric rotor rotating in the casing. CONSTITUTION:When a truck 4 is run, the sludge 3 in an upper layer side is guided to a sludge introducing part 23 to be guided into a casing 20. Subsequently, an eccentric rotor 21 rotates and, when a rubber lining 31 is contacted with the underline part of the casing 20, an emitting port 27 is closed by an emitting port closing member 34 and, because a protruded end part 36 is contacted with the rubber lining 31, a hermetically closed space 44 holding a definite amount of sludge 3 is formed by the casing 20, the eccentric rotor 21 and the hermetically closed space forming member 37 of a change-over valve 33. When the eccentric rotor 21 is rotated, the sludge 3 in the hermetically closed space 44 is transferred upwardly and the volume of the hermetically closed space 44 is reduced to press the sludge 3. Then, the sludge 3 is sent toward the emitting port 27 under pressure.
