PURPOSE:To obtain a high definition video with the supplement of a comparatively simple circuit by displaying a double horizontal scanning line without modifying the number of the horizontal scanning line of a television camera to be doubled or changing the system of a television broadcasting. CONSTITUTION:At the input of a read out part 4, a speed converting line memory to read out the content of a memory 3 at a double speed as a write speed is provided. And the first field signal written at the memory 3 and the second field signal sent from a write part 2 following the first field are combined with each other at every line and the new first field signal having five hundred and twenty four of horizontal scanning lines is outputted in order to an output control part 6 and a supplementing part 5. The supplementing part 5 generates 1/2 gradation of the sum of the horizontal scanning line and the next scanning line at every line from the input of the new first field and generates the new second field signal and outputs it to the output control part 6. The output control part 6 generates one thousand and fifty (or one thousand two hundred and fifty) of horizontal scanning signals and sends them to a monitor display part 7.
