PURPOSE:To obtain a decentralized program transfer system which can be operated with no intervention of man power by reading a program stored in a file device of a host computer to transfer it to a terminal equipment or reversing this operation. CONSTITUTION:A user supplies an indication about the transfer direction from a CRT display 1 and starts a start means 3. When the descending transfer is indicated, a host program transmission means 6 reads a program out of a host computer device 9 and transfers it to a terminal program receiving means 4 via a communication means 2 to write it to a terminal program storing device 8. While in an ascending transfer mode a terminal program transmission means 5 reads the program out of the device 8 and transfers it to a host receiving means 7 via the means 2. The means 7 writes the received program to the device 9.
