PURPOSE:To avoid the need of a long piping and a large capacity pump by installing a turbine and a generator which are driven by the evaporated coolant at the part on the sea among the piping for the circulation of coolant between an ocean surface part and an ocean deep part and installing a circulation pump for coolant into said piping. CONSTITUTION:A piping 1' in which coolant circulates is installed to permit the circulation of sea water from an ocean surface part 9 and an ocean deep part 11, and a turbine 4 and a generator 5 driven by the turbine 4 are installed at the part of the piping 1' which is exposed onto the sea, and a pump 2' is interposed in the intermediate part of the piping 1'. Coolant is evaporated during the flow in the ocean surface part 9, in particular the flowing in the piping part 1'a of the ocean surface part 9, and the evaporated coolant drives the turbine 4, and the coolant discharged from the turbine 4 is inhaled into the piping part 1'b of the ocean deep part 11, and cooled and condensed by the sea water having a low temperature during the flowing in the piping part 1'b, and pressurizing-driven by a pump 2', and returned into the ocean surface part 9.
