PURPOSE:To image-pick up completely an object within a set range of distance without receiving any effect of the natural light, by converting the digital picture signal into a binary coded picture signal via the threshold value set by a threshold setting means. CONSTITUTION:The color difference signal S1 picked up by an image pickup means and supplied to an A/D converter 4 is converted into a digital picture signal F1 via the converter 4. The signal F1 is supplied to a comparator 21 of a binary coding circuit 5 via a data buffer 20 and compared with the set threshold value Fref given from a latch circuit 6. The signal F1 is converted into a binary coded signal F2 which is set at H and L levels if the signal F1 is larger than the value Fref and vice versa respectively. Then the signal F2 is stored in a picture memory 7. In this case,the effect of the insolation intensity is deleted automatically via a stroboscope device 10 for the signal F2. Thus it is possible to image-pick up completely a subject within a set range of distance without receiving any effect of the natural light by applying various types of arithmetic processing via a control processor CPU1.
