PURPOSE:To decrease the power consumption of a signal converter by modulating the information to flow at a primary side transmission line, sending it to a secondary side transmission line, and after a constant period passes, stopping the sending, only when a certain special signal to come from the secondary side transmission line is decoded. CONSTITUTION:At a signal converter 11, to wait for a constant signal to come from a host terminal device 13, the electric power source is turned on beforehand only to a secondary side receiving part 28, a carrier sense part 25, a timer part 23 and an electric control part 24. When the timer part 23 is started from a certain initial value by the carrier sense part 25, and the timer part 23 is overtimed, and then, a primary side receiving part 22, a secondary side signal modulating part 27 and a secondary side transmitting part 29 are linked by the control of the electric power source control part. When the flow of the signal is not observed at the time of the overtiming, all electric power sources are turned while the secondary side receiving part 28, the carrier sense part 25, the timer part 23 and the electric power source control part 24 are remaining, and a primary side network 10 and a next side transmission line 12 are cut and separated. Consequently, the system of the low power consumption can be built up.
