PURPOSE:An inexpensive gas modifying device having high reliability, changing a catalyst easily, separated into a combustion gas chamber, a heat exchange chamber and an exhaust gas chamber, wherein the heat exchange chamber is provided with heat transfer pipes to connect the combustion gas chamber to the exhaust chamber and modifying catalytic layers to pass a raw material gas is set on the outer periphery of the pipes. CONSTITUTION:A raw material gas is introduced from the raw material gas inlet part 32 to a modifying device provided with the pressure container 22 with the interior divided into the combustion gas chamber 25, the heat exchange chamber 26 and the exhaust gas chamber 27 by the first and the second tubular plates 23 and 24, a combustion gas generating means to generate a high-temperature combustion gas in the combustion gas chamber 25, the plural heat transfer pipes 29 set in fixed intervals in the heat exchange chamber 26 to introduce the high-temperature combustion gas in the combustion chamber 25 through the inner sides of the pipes to the exhaust gas chamber 27 and the modifying catalytic layers 31 packed with a modifying catalyst at part of the outer peripheral sides of the pipes in the axial direction, the gas is converted into a modified gas, which is discharged from the modified gas outlet 34.
