<p>PURPOSE:To improve productivity by placing an electric furnace before a melting furnace into which a carbonaceous material is blown, systematically connecting both the furnaces to each other, and manufacturing molten steel for melting scraps in the melting furnace in the electric furnace. CONSTITUTION:An electric furnace 3 is placed before a melting furnace 1 into which a carbonaceous material is blown, and both the furnaces are systematically connected to each other. A prescribed amount of scraps is charged into the electric furnace 3 and entirely melted to manufacture molten steel required to start melting in the melting furnace 1. The molten steel is poured into the melting furnace 1 through a pipe (a), scraps S are charged, and at the same time, a carbonaceous material such as pulverized coal and oxygen are blown from the blowing hole 2.
