PURPOSE:To perform effectively an optimum cutting plan even in case the working process is changed by processing independently the form of an object to be worked when a numerical control NC tape is produced. CONSTITUTION:The data on spots, straight lines and arcs are stored in a form defining part 1 for object to be worked for definition of a desired form. An arithmetic unit 2 for form coordinates of the object to be processed calculates the coordinates of spots, the start and end points of a straight line, etc. based on the data stored in the part 1 and stores these coordinates in a form coordinate defining part 3 for object to be processed. While an arithmetic unit 6 for coordinates of all tool shift routes calculates all tool shift pathes from the data stored in the part 3 as well as the data given from a tool shift speed defining part 4-1, a tool path correction defining part 4-2 and a path defining part 5 for tools excluding the form of the object to be processed. These tool shift pathes are stored in an all tool shift path coordinate defining part 7. While the data stored in the parts 1, 4-1 and 4-2 are combined with each other and stored in a working process defining part 8. Finally the data of both parts 7, 8 are applied to a paper tape punching device 10 via in after treatment arithmetic unit 9. In such a way, an optimum cutting plan is executed effectively even in case the working process is changed.
