PURPOSE:To spread the engine output utilizing range by automatically varying a governor spring by a prescribed quantity to the high speed side in interlocking with the turning-ON operation of a clutch. CONSTITUTION:A clutch turning-ON/OFF valve 11 is installed onto a hydraulic clutch 10 for connecting and disconnecting an engine with a load apparatus. A piston 9 for receiving a governor spring 5 is accommodated in free advance and retreat by a certain stroke (l) into a cylinder 8 which is position-adjusted by a speed adjusting lever 7. The cylinder 8 is connected in parallel to the clutch 10. Therefore, the max. revolution speed limit is softening-controlled, and the engine output utilizing range is spread.
