PURPOSE:To record surely picture data in a file device by providing a means, which detects that picture data cannot be accepted to output an overrun signal, and a means which receives the overrun signal to reduce the scan speed and scans the same part again. CONSTITUTION:A compressing circuit 2 detects the occurrence of overrun to output an overrun signal ORS to a scanner 1. When receiving the overrun signal ORS, the scanner 1 makes the speed of a CCD sensor 11 lower than that for the occurrence of overrun, when the CCD sensor 11 is returned to a position A as the scanner start position after moving to a position B to terminate scanning of one form, and the CCD sensor 11 is returned while scanning the form again. Consequently, picture data is compressed and is stored in a picture memory 3 and is written on an optical disc by an optical disc controller 4 though overrun occurs. Thus, picture data is recorded surely in the file device.
