PURPOSE:To enable to reduce construction cost with no expensive insulator for insulation by recovering cold heat effectively which is emitted from an ice heat accumulator and used as precooling heat source. CONSTITUTION:An ice heat accumulator 5 having no insulation is placed substantially in the center of a space 20 surrounded circumferentially by walls 23. One side of the space 20 is connected to an air-conditioning device 14 via a suck-in hole 22 and a return duct 19 and the other side is connected to a room space 18 via blow-off hole 21 and a return duct 19'. By this constitution, cold heat leaked outside from the ice heat accumulator 5 cools down air surrounded by the walls 23. Precooled air is introduced into the air-conditioning device 14 and then cooled by a cold water pipe 11 to which cold water supplied through a cold water pipe 10, and is supplied into the room space 18 as air-conditioning air. On the other hand, air warmed in the room space 18 is returned back to the space 20 via a suck-in hole 17, a return duct 19', and a blow-off hole 21 and precooled again.
