PURPOSE:To remove a base valve for separating a process pipe and a meter by installing a means for the transfer of a valve seat part equipped with a snubber in a snubber accommodating chamber. CONSTITUTION:A snubber reduces the pressure pulsation of fluid by the pressure lowering which is generated by allowing fluid to pass through a fine gap which is formed by arranging a pin 5 into a circular hole formed between a process- side pressure introducing pipe 2 and a meter-side pressure introducing pipe 3. An auxiliary valve seat 28 is screwed and fixed through welding onto a valve seat 8. The valve seat 8 is pulled-up by turning-ON a handle 10, and is closely attached onto a seat part 26, and a flow passage 12 can be cut-off. Since the circular hole accommodated into the valve seat 8 is on the connection port side of the process-side pressure introducing pipe 2, the flow passage can be perfectly cut off.
