PURPOSE:To prevent foreign matters jamming in a gap between a root of a moving vane and flowing water level by projecting a step difference plugging the gap between the flowing water level and the root of the moving vane, in the vicinity of the tip of a fluid inlet side of the moving vane. CONSTITUTION:The outer surface of an absorbing cone 3 is projected outwards from the outer surface of a vane mounting boss 2. And a step difference (c) is provided to plug a gap (b) between the root of a moving vane 1 and flowing water level (a) on the tip of the fluid inlet side of the moving vane 1. Then, foreign matters in the fluid flowing along the outer surface of the absorbing cone 3 can pass on the vane face of the moving vane 1 without jamming in the gap (b), and maintenance and checking can be saved.
