PURPOSE:To improve workability of maintenance and inspection for an operative floor, by mounting a cross around piping safety valve to a moisture-content separating reheater while providing a head part of the safety valve in a lower side than the operative floor. CONSTITUTION:A system, mounting a cross around piping safety valve 11 to to the barrel structure of a moisture-content separating reheater 7, connects from here a safety valve exhaust pipe 16 with a condenser. The safety valve 11, being directly set to the moisture-content separating reheater 7, is prevented from penetrating through an operative floor 18 while protruding a head part of the safety valve 11 to the upper of the operative floor 18, and the system, spreading free space to be increased on the operative floor 18, improves workability of maintenance and inspection.
