PURPOSE:To provide a composition containing a chloroprene rubber latex, a crosslinking agent, a weakly acidic anionic surfactant, an inorganic reinforcing fiber, a water-soluble bicarbonate and water, and capable of forming a light- weight flame-retardant foam suitable for industrial heat-insulation board, etc. CONSTITUTION:(A) A nonionic carboxylated chloroprene rubber latex is mixed with (B) 8-15pts.(wt.) (based on 100pts. of the rubber component of the above latex) of a crosslinking agent consisting of one or more compounds selected from zinc oxide, magnesium oxide and zinc hydroxide, (C) 5-30pts. of a weakly acidic anionic surfactant, preferably ammonium salt of lauryl alcohol sulfate and (C) water. The mixture is frothed by agitating at a low temperature at high speed. (D) 30-100pts. of an inorganic reinforcing fiber, preferably aluminum silicate fiber is added to and dispersed in the above frothed mixture and the dispersion is foamed by the addition of (E) 80-150pts. of a water-soluble bicarbonate, preferably sodium bicarbonate, etc. The total amount of water used in the whole process is 200-400pts.
