PURPOSE:To form easily a magnetic recording medium with less friction and excellent running stability by developing an electrostatic latent image or a magnetic latent image formed on the rear face of a base, fixing the image so as to form a coating layer. CONSTITUTION:The surface of a magnetic recording medium 2 wound from a pay-off device 1 at a constant speed is cleaned by a cleaner 3. When the medium 2 passes through electrodes 5, 6 receiving a signal from a pattern signal generator 7, after the electrostatic latent image formed on the rear face of the medium 2 by the electrodes 5, 6 by using a developing agent of a developer 4, a fixing device 8 forms a fixed dot coating layer.
