PURPOSE:To convert org. waste water effectively to resources by arranging a bacteria group consisting of soil-borne obligate anaerobe including methane fermentation bacteria, coexisting with soil-borne faculative anaerobe and aerobes to exhibit the activity of the bacteria. CONSTITUTION:Metabolic products contg. phenol, or exposed phenol group is proliferated by a bacteria group comprising soil-borne faculative anaerobe and aerobe and aerobic bacteria in a cultivation stage 1, and feed to a reaction stage 2. In the reaction stage 2, said feed is mixed with crude waste water to proceed formation of massive sludge from fine sludge and to facilitate separation of liquid from solid in a concentration stage 3. In the methane fermentation stage 4, transformation of org. substances to org. acids, or alcohols from org. substances in the waste liquid and decomposition to gaseous methane and CO2 are prompted by allowing said bateria group to coexist with soil-borne obligate anaerobic bacteria group including methane fermentation bacteria. And in the stage for transforming the material to sludge, the soil-borne obligate bacteria group is made latent and other bacteria group is activated.
