PURPOSE:To prevent the erroneous setting of a key and the destruction of the key by collating and confirming the information of a manager personal card and the information already registered by a storage device of the cipher communicating equipment and permitting the setting of the key and the changing of the key. CONSTITUTION:A manager personal card 32 is inserted to a card reading machine 31 of a cipher communicating equipment 16, a switch 28 is set to a P pole side, a key locking key 30 is set to OFF, and then, the key setting mode is obtained, the digital information on the card 32 is read in a accordance with the program of a CPU 20, and compared with the information already registered at a storage device 21. As the result of comparison, when the operator is confirmed to be the regular operator, the setting of the key to a key data logical circuit 22 and the changing of the contents can be executed by the key operation from a data input output device 19. |
