PURPOSE:To prevent the overturn of a coil material by measuring the movement quantity of a coil material moving in the axial direction on a transfer device and by stopping the transfer device when the measured value thereof exceeds the prescribed set value. CONSTITUTION:The coil 1 placed on a coil car 2 is moved vertically by a solenoid valve 5 for coinciding the shaft core of the coil 1 with the center of a mandrel 4 and the detection of the center point is performed by a detector 6 for the height adjusting to coincide with the shaft core. The coil 1 then drives in the mandrel 4 direction the coil car 2 by driving a motor 3 for coincidence of the line center and the center of the coil 1 in the width direction. The roll 11 is turned by the movement thereof and a pulse oscillator 12 oscillates the pulse according to the turning quantity thereof. A counter circuit 13 counts the number of pulses thereof and when the count quantity exceeds the overturn allowable movement quantity L1, a zero error relay 15 is actuated to make a relay contact 16. The coil car 2 stops by the contact signal thereof.
