PURPOSE:To increase the durability of a segment by forming a heat resistant fatigue layer on the whole face of the winding face coming in contact with a strip plate and by forming a wear resistant layer on the neck part sliding on the taper face of a wedge ring. CONSTITUTION:The plate winding device 11 is composed by a piece of mandrel 12 and four pieces of unit rollers 13 and a strip 14 is wound by the mandrel 12 with pressing it by the unit roller 13. The mandrel 12 is formed by the quadrifid segment 15 forming the outer periphery thereof and a piece of a wedge ring 16 of the core part fitting thereto. A heat resistant fatigue material 17 is covered on the whole face of the winding face of the segment 15 coming in contact with the strip 14 thereof and a wear resistant material 19 is coated as well on the neck part 18 coming in contact with the wedge ring 16.
