PURPOSE:To improve reliability on a turbine, by a method wherein, through formation of the outer peripheral part of the base seat of a moving vane in a circular shape, the base seat is brought into whole contact with the inner surface of the shroud of the base seat, and this prevents incoming of an oxidative scale and erosion of the root part of a tenon. CONSTITUTION:An integral cover 3 is mounted to the outer periphery of a high pressure initial stage moving vane 2, and a base seat 4 is formed on the outer periphery of the cover 3 in a manner to be planed integrally with the moving vane 2. The cover 3 serves to reduce exerting of a pressure in the moving vane 2 directly on a shroud ring 6. With this constitution, the outer periphery of the bed seat 4 is formed in a circular shape, and this forces the bed seat 4 into whole contact with the inner surface of the groud ring 6. The curvature of radius of the circular shape of the peripheral part of the base seat 4 is brought into coincidence with that of the shroud ring 6 so that the outer peripheral part of the base seat makes whole contact with the shroud. The circular shape of the outer peripheral part of the base seat 4 is employed to the shroud ring 6 having a thickness of 3mm or more.
