PURPOSE:To improve compressibility and to attain great visual improvement as to an image which has high correlation vertically or horizontally by determining a block so that the longest distance in it is as short as possible and arranging the block so that at least one horizontal or vertical couple of blocks do not adjoin to each other. CONSTITUTION:A sampled value H (k, J) inputted from an input 5 is inputted to a two-line memory 6 and written in an address A (i, k) generated by a write address generator 7. A read address generator 8 has an octal counter C and carries out arithmetic C=C+1 every time the sampled value is inputted from the input 5 to let C=0 when C=8. An output switching signal generator 10 controls an output switch 9 so that the input 5 is connected to an output 11 only when the value of C of the read address 8 is zero or eight and the output of the two-line memory 6 is connected to the output 11 when not. Said operation is carried on to obtain an output in a block at the output 11.
