PURPOSE:To remove excess toner precisely by a simple and small-sized device and to attain highly accurate recording free from dirt on its background part by applying an electric field to the excess toner on a recording medium by an insulating member stored in an electric charge means. CONSTITUTION:A corona discharger 13 consisting of a corona wire 11 and a metal frame 17 is stored in a Mylar-made insulating drum 22 of an unnecessary toner removing device 17. Electric charge having the polarity generating force to be adsorbed to the applied electric field is injected into toner 15, 16 by applying a corona discharge voltage between the corona wire 11 and a recording drum 14. Thereby, excess toner 16 adhered to a latent image with low restriction force or toner 15 adhered to the background part are sucked, recovered and scraped by a recovery blade 28. Thus, the unnecessary toner can be precisely removed by a simple and small-sized device and highly accurate recording free from dirt on its background can be attained.
