PURPOSE:To produce the partially stabilized zirconia powder which is low in the flocculating properties and suitable for a raw material of a high-strength molded body by adding a specified stabilizing agent to zirconium hydroxide or zirconium hydrate and calcining the mixture. CONSTITUTION:A stabilizing agent shown in a formula MClc (M is at least one kind of metal selected from among Y, Ce, Ca and Mg, (c) is 3 when M is Y, Ce and 2 when M is Ca, Mg) is added to a raw material being in a state of crystal or gel of zirconium hydroxide or zirconium hydrate which is obtained by hydrolyzing or neutralizing and coprecipitating a ZrOCl2 aq. soln. and the mixture is calcined at 850-1,250 deg.C and thereafter crushed and the partially stabilized zirconia powder shown in a formula MaZrO2+b (a<=0.3, b<=0.4) is obtained.
