PURPOSE:To minimize the access time to data by allowing an accessing device to start data access even when a disk medium does not arrive at a regular rotation speed. CONSTITUTION:A ready signal 10 of a floppy disk device indicates that a floppy disk is inserted and a power source voltage is being supplied normally to a disk driving device, etc., but does not include information that the floppy disk is rotating regularly. A disk controlling device 20 starts execution relating to the disk driving device 1 by the ready signal 10 without waiting for a regular rotation speed signal 11.
