PURPOSE:To enable only turbines on other one of output shafts to be operated, by mounting cut-off valves on an auxiliary line to lead steam the turbines arranged on one of the first and the second output shafts and on a line to join the turbines. CONSTITUTION:One cut-off valve 35 is provided on a reheating line 31, and so is the other cut-off valve 36 on a crossover line 32 extending from an intermediate pressure turbine 25 to the first low pressure turbine 23. And, the upstream side of the cut-off valve 35 on the reheating line 31 and the downstream side of the cut-off valve 36 on the crossover line 32 are joined together by a bypass line 37 serving as an auxiliary line. Also, a bypass valve 38 serving as an open- and-close valve is provided on the bypass line 37. Then, the first output shaft 21 is driven and the second output shaft 24 is put in stop state for low load operation by closing the cut-off valves 35, 36 and opening the bypass valve 38. Therefore, operation becomes possible by efficiency for low load, and reliability of long wings of the second low pressure turbine 26 can be maintained.
