PURPOSE:To detect stably a charging voltage with a voltage detecting circuit by supplying a detection signal, which indicates that the voltage value of an accumulating part is higher than a prescribed voltage value, to prevent short- circuit between both ends of the accumulating part while a timing signal is outputted from a detection timing circuit. CONSTITUTION:When a charging voltage VC of an accumulating part 2 does not exceeds a comparison voltage V1, a voltage circuit 21 does not output a detection signal Pk. If the voltage VC exceeds the voltage V1, a timing signal Pt is inputted to the voltage detecting circuit 21 from a timing circuit 20 to output the detection signal Pk. Meanwhile, a control signal PC is outputted from a control signal generating circuit 30 and is supplied to an AND gate 31 through an inverter 32, and the AND gate 31 is closed not to supply the detection signal Pk to the gate of an N-MOS 22. Thus, the voltage detecting circuit 21 can compares voltages VC and V1 during this period, and the charging voltage VC is detected accurately because a large discharging current is not flowed.
