PURPOSE:To decrease the soln. resistance in a desalination chamber and to reduce the cost of the electric power by regulating the thickness of the desalination chamber and the content of a suspended substance in a soln. to be supplied to the desalination chamber to lower than the specified values. CONSTITUTION:A flocculant such as ferric chloride and an oxidizing substance such as sodium hypochlorite are added to a raw soln. such as seawater, the soln. is primarily filtered by a flocculation sand filter and then secondarily filtered by the succeeding sand filter and the content of the suspended substance in the raw soln. is reduced to <=0.05ppm. The filtrate is supplied to an electrodialytic vessel, wherein a desalination chamber and a concentration chamber are formed by alternately arranging a cation-exchange membrane and an anion-exchange membrane between electrodes through a chaber frame and the thickness of the desalination chamber is regulated to <=0.05mm and electrodialysis is carried out.
