PURPOSE:To prevent clogging due to bubbles deposited in the processing agent layer by carrying out its treatment only above the processing agent layer while repeating the filling and discharge of water with a level sensor. CONSTITUTION:Water to be treated is introduced from a water discharge pipe 5 at the upper part of a tank 1 of appropriate volume, passed through a layer 3 of a processing agent such as activated carbon provided in the tank and discharged from the bottom in the septic tank. A water level sensor 8 for detecting the high water level H and a water discharge level (h) almost at the same level as the effluent level is furnished. A drainage pipe 9 is led from the bottom of the tank to a level slightly lower than the high water level H and then to a position below the water surface of a waste water sump 10. The passage of water through the drainage pipe 9 is controlled by the water level sensor 8. Namely, a suction effect is provided, contact of the processing agent layer with air is prevented, permeability is improved to enhance the capacity and the volume of the tank can be reduced.
