PURPOSE:To make a dazzle due to the headlights of a face-to-face carat night controllable so as to turn into average brightness, by partitioning off a windowpane of a car into plural parts and installing an electrooptical element plate to each section, while controlling the extent of phototransmissivity at each partition. CONSTITUTION:In this device bearing the above caption, the extent of phototransmissivity of the electrooptical element plate 60 installed at every partition of a windowpane 70 being partitioned into plural parts is controlled by a control unit 10 in accordance with output of a light detector 50 detecting an incident angle and its intensity of light incident in the windowpane 70. In this case, at the control unit 10, when it is judged as daytime by a day-and-night judging part 30, phototransmissivity is controlled so as to cause intensity of the light transmitted through each element plate 60 to become a reference value by a daytime control part 40. On the other hand, when nighttime is judged, the phototransmissivity is controlled in order to make the transmitted light average brightness at an antidazzling control part 26 by a nighttime control part 20 when a fact that brightness of the transmitted light is varied to the positive side to the average brightness by an average brightness detecting part 22 is detected by a brightness variation detecting part 24.
