PURPOSE:To obtain a desired microwave power with inexpensive constitution while the load of control for a controller is relieved by applying phase control by a phase shifter so as to vary microwave synthesis power. CONSTITUTION:A semi-fixed or fixed attenuator 13 is used for a microwave attenuator at an input stage of the 1st power amplifier circuit 5 and a phase shifter 14 is used in place of a microwave attenuator of the input stage of the 2nd power amplifier circuit 6. A controller 11 outputs a control signal to control the phase shift quantity by the phase shifter 14 so that the actual microwave power detected by a detector 10 and an object value of transmission power are coincident. Since the control of the controller 11 controls the phase shift quantity by the phase shifter 14 only, the load of the control is relieved remarkably in comparison with a conventional method, and when the controller 11 is constituted y a computer, the disadvantage of simplifying the software is attained.
