PURPOSE:To perform a picture processing at high speed by performing a signal processing such as the picture element density conversion of a picture signal and the like and performing, in parallel with the above process, the following encoding processing of the picture signal. CONSTITUTION:A signal processing means 20 writes (W1) the picture signal at a storing means 30 and reads (R1) the picture signals of the previous and the previous but one scanning lines from the means 30 and performs (E) the picture element density conversion by a logical operation using the picture signals of the present, the previous and the previous but one scanning lines and the picture signal is outputted to a signal path (c). The operation timing R2 of an encoding process means 40 represents a timing to read out the picture signal from a storing means 50 by word unit and C represents an encoding process timing. Thus, because the means 20 and the means 40 are operated in parallel, a complicated signal processing can be carried out without lowering an encoding process performance.
