Then, the high-pressure gas jets outside from a vent hole 8c. Since a shift element 2 advances towards the first sealing plate 3 reversely to the urging force of an urging member 7, the recessed part 2a of the shift element 2 covers the broken part of the first sealing plate 3, and gas flows out from a gas discharge port 6 opened through the shift.
