PURPOSE:To suppress noise at the time of the seating of a valve by installing a sub cam to control oscillation of a rocker arm just before the sitting of a valve in the device which is equipped with a device for oscillation center alteration to change valve opening and closing timing by a alterating the center of the rocker arm's oscillation. CONSTITUTION:An intake and exhaust valve 2 is opened and closed by a rocker arm by the action of the rotation of a main cam 3 touching the central part of the rocker arm 1. A rocker arm oscillation center alteration device (M) to change the opening and closing timing of the valve 2 by altering the oscillation center to an arrow direction (a) is installed at the base rim part of the rocker arm 1, and changes the valve opening-closing timing by the action of a hydraulic drive device 11 by varying a port blocking ring 10 to the axial direction of a pin member 5. In this case, the desired aim is achieved by installing at the tip of the rocker arm 1 a sub cam 12 to control the oscillation of the rocker arm 1 just before the sitting of the valve 2.
