PURPOSE:To prevent the scale formed in a boiler heating pipe, etc. and peeled at the retart time after the long-term stop from flowing into a turbine, etc., by connecting the blow off pipes which run round a high pressure turbine and intermediate and low pressure turbines, to a main steam pipe and a hot reheat pipe, respectively. CONSTITUTION:A blowing out pipe 21 of a main steam pipe 2, which connects the upper stream side from a main stop valve 3, of the main steam pipe 2 which connects a boiler 1 and a high pressure turbine 4 with each other, and a cold reheat pipe 5 which extends from the outlet of the high pressure turbine 4, with each extends from the outlet of the high pressure turbine 4, with each other, is set. A back-flow preventive unit 20 which prevents that blowing-out- steam flows backward to the high pressure turbine 4, is set in the cold reheat pipe 5. On the other hand, a blowing out pipe 22 of a hot reheat pipe 7, which exhausts the blowing-out-steam to the outside of this system, is set at the upper stream side from a reheat stop valve 8, of the hot reheat pipe 7 which connects a reheater 6 and intermediate and low pressure turbines 9 with each other. Then, scale can be exhausted with steam, to the outside of this system through the route 2-21-5-6-7-22, just before the restart time after the long-term stop.
