PURPOSE:To improve the operation performance by adjusting the lever ratio of a governor lever by turning a fulcrum lever by a guide lever connected to a shift which shifts in accordance with the engine revolution speed and holding the guide lever at an adjusted position. CONSTITUTION:When an engine is operated at a low speed, a control lever 82 is arranged at the lowest speed position IDL. Then, a lever 68 fixed onto a shaft 70 is set at the position shown in the figure, and the tension of a governor spring 69 reduces, and a guide lever 50 is shifted in the reverse M direction by a governor sleeve 41 which receives the centrifugal force of a governor weight 43. Therefore, the control rack of a fuel injection pump 15 is shifted in the fuel reduction direction through a governor lever 58, link 60, etc. Further, a guide bolt 76 is held at the right edge part of a grooved hole 79c, and a guide lever 74 turns leftward around a point P2 as center, and the pin 65 of a fulcrum lever 64 shifts to the upper edge of an elliptical hole 63, and the lever ratio of the governor lever 58 reduces.
