PURPOSE:To reduce considerably the number of parts of providing the first and the second rotating bodies on the same revolving shaft and transmitting the rotational force directly to a reel rest device from the first and the second rotating bodies. CONSTITUTION:A two-step motor pulley 102 provided on a revolving shaft 190 of a motor 101 transmits the rotation of the motor 101 to a flywheel 470 and a pulley 310 of the reel rest driving device independently. The rotational force of the motor 101 is transmitted to the flywheel 470 through a main belt 170, and the rotational force of the motor 101 is transmitted to the pulley 310 through an idler belt 180. The flywheel 470 is rotated with a capstan 435 as the rotation axis. The rotating direction of the motor 101 is equal to that of the flywheel 470 and the pulley 310.
